Welcome to Our Board Meeting
Public control of education is one of the cornerstones of a free society. The people exercise that control through their Board of School Trustees. The Board of School Trustees of the Decatur County Community Schools is pleased to present this brochure to our patrons to show how the board is structured and how it operates. It also explains how matters of concern can be brought to the attention of the Board.
The Board of School Trustees is composed of seven citizens elected to serve overlapping terms of four years each. At the end of the term, a Board member wishing to continue service to the community must be re-elected to an additional four-year term. State law does not limit the number of terms a member may serve. Voting for School Board positions takes place in the regular November elections. Terms normally begin on January 1, and end on December 31.
The Board of School Trustees meet regularly on the second WEDNESDAY of each month in the Board Room located at 2020 N. Montgomery Road, Greensburg, Indiana. The meetings begin at 6:00 p.m. Occasionally the meeting schedule will be altered. In such a case a public notice is made well in advance of the change. When a need for a special meeting does arise, notice is given. All official business of the Board is transacted in open sessions and minutes are recorded. Executive sessions (closed meetings) are held only to discuss matters of a confidential nature, as outlined by statue. However, no official business is transacted.
Conduct of Board Meeting
All business of the Board of School Trustees is transacted at a regular or special meeting of the Board. No individual member of the Board has any legal authority or power to act for the Board outside of a regular or special meeting of the Board. A quorum of the Board of School Trustees exists when four or more members are present and are prepared to act at a regular or special meeting of the Board. Unless otherwise required by statue, decisions of the Board are made by a majority of the members present. An agenda is constructed by the superintendent and delivered to the residence of Board members at least 48 hours prior to the meeting. Any Board member and/or the superintendent may have items placed on the agenda for any meeting. All items to be placed on the published agenda should be turned in to the superintendent by the Friday preceding board meetings. Robert's Rules of Order are used as a general guide for questions of parliamentary procedure not specifically covered by the School Board Policy Handbook.
Public Participation in Board Meetings
The public is encouraged to participate in board meetings, and visitors to board meetings are welcome. To insure that the effective and efficient conduct of board meetings is maintained while allowing all interested parties to have an opportunity to take part, the board has established the following guidelines relative to public participation in board meetings. The School Board's policy limits each person's remarks to a maximum of three minutes. Individual or groups wishing to introduce a topic for Board consideration are asked to make their wishes known, in writing, to the superintendent forty-eight hours prior to the meeting, so the topic and presenters can be placed on the agenda. Persons in attendance at the beginning of a meeting who wish to address the Board on an item on the published agenda will be given an opportunity to address the Board if they sign the blue sheet (located at the back of the room) prior to the beginning of the meeting. The board president must first recognize (call upon) any person who wishes to speak. After all persons wishing to address the Board have done so, the Board reserves the right to conduct its business without further hearing of persons in attendance. It is the general practice of the Board of School Trustees to not take action on items not on the agenda for that meeting. The School Board's function is decision making. It wants to hear the sentiments of the public to assist in making these decisions, but when time is sent answering questions or criticisms, there is less time for the normal Board business. Residents with questions about some aspect of the schools are encouraged to contact the teacher or administrator closest to the situation. Thank you very much for joining us.
